New Road Community Development Group Earns State Honors for Best Homeownership Project

On July 21, 2022, the ribbon was cut for the official debut into the marketplace of six moderately priced single-family homes in the Exmore community known as New Roads. This marked the completion of the first phase of the multi-phase Legacy Project, a continuation of the work initiated by Ruth Wise three decades ago. Now, one year later, Ava and the New Road Community are in the news again. At the 2023 Virginia Governor's Housing Conference, The Legacy Project Phase I was chosen as the Best Homeownership Development. The award honored "the projects, programs and professionals making profound impacts on housing in Virginia!"


This project represents the first stage of the comprehensive Legacy project, which includes two more stages planned to revitalize the 30-acre New Road neighborhood located near Lankford Highway, just off Occahonnack Neck Road in Exmore. It is recognized as one of the largest developments on the Eastern Shore. Phase II calls for 51 rental and homeownership units. Phase III envisions 16 fee simple duplexes (eight buildings total) plus a duo of three-story building housing 25 units.
